Prepare the Dumpling Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water to the flour while stirring with chopsticks or a fork until the mixture forms a rough dough.

Transfer the dough onto a lightly floured surface and knead for about 5-7 minutes until it becomes smooth and elastic. Cover with a damp cloth and let it rest for at least 30 minutes.

Prepare the Filling
In a skillet over medium heat, add a tablespoon of vegetable oil. Sauté the leeks until softened, about 3-4 minutes. Add the minced garlic and ginger, and cook for another 1-2 minutes until fragrant.

Remove the skillet from heat and let the mixture cool slightly. In a mixing bowl, combine the sautéed leeks, shrimp, soy sauce, sesame oil, chopped green onions, and pepper. Mix well until combined.
