    Slice the Beef

    Thinly slice the flank steak against the grain into bite-sized pieces.

    Marinate the Beef

    In a bowl, combine the soy sauce, cornstarch, sesame oil, minced garlic, and minced ginger. Add the sliced beef to the marinade, ensuring it's well coated. Let it marinate for at least 30 minutes.

    Prepare the Sauce

    In a separate bowl, mix together the brown sugar, water, rice vinegar, and red pepper flakes. Set aside.

    Cook the Beef

    Heat a large skillet or wok over medium-high heat. Add a tablespoon of oil, then add the marinated beef in batches, cooking for about 2-3 minutes until browned and cooked through. Remove from the skillet and set aside.

    Stir-Fry Vegetables

    In the same skillet, add a little more oil if needed, then add the sliced bell pepper and chopped green onions. Stir-fry for about 2-3 minutes until the vegetables are tender-crisp.

    Return the cooked beef to the skillet with the vegetables. Pour the prepared sauce over the beef and vegetables, stirring well to combine. Cook for another 2-3 minutes until the sauce thickens slightly.
