Prepare the Potatoes
Preheat the oven to 400°F (200°C). Cut the red skin potatoes into quarters and toss them with 2 tablespoons of olive oil, salt, and pepper. Spread them on a baking sheet and roast for about 25-30 minutes, or until golden brown and tender.

Cook the Corn Sugo
In a saucepan, heat 2 tablespoons of olive oil over medium heat. Add chopped garlic and sauté until fragrant. Add corn kernels and vegetable broth. Simmer for about 10 minutes. Use an immersion blender to puree the mixture until smooth. Season with salt, pepper, and lemon juice.

Cook the Clams
In a large pot, add littleneck clams with a splash of water and cover. Cook over medium heat until the clams open, about 5-7 minutes. Discard any that do not open.

Assemble the Dish
On a plate, spread a generous spoonful of corn sugo. Place the roasted halibut on top, and arrange the roasted potatoes and clams around it. Garnish with sliced scallions.
