Make the Cookie Dough
In a large mixing bowl, cream together the softened butter and powdered sugar until light and fluffy. Add the vanilla extract, salt, and baking powder, and mix well. Gradually add the flour and mix until a smooth dough forms. Cover the dough with plastic wrap and refrigerate for at least 30 minutes.

Prepare the Walnut Filling
In a separate bowl, combine the finely chopped walnuts, sugar, ground cinnamon, and rose or orange blossom water. Mix well to combine the ingredients evenly.

Shape the Cookies
Preheat your oven to 350°F (175°C). Take the chilled dough and pinch off a small piece (about the size of a golf ball). Flatten it in your palm and place about a tablespoon of the walnut filling in the center. Fold the edges over the filling and roll it into a ball. Place the ball in a maamoul mold (if available) or press gently to flatten.

Bake the Cookies
Arrange the shaped cookies on a baking sheet lined with parchment paper. Bake in the preheated oven for 15-20 minutes or until the bottoms are lightly golden. Allow to cool on the baking sheet for a few minutes before transferring to a wire rack.
