Prepare the Filling
In a food processor, combine the shelled pistachios, sugar, and rose water. Process until the mixture forms a thick paste. Set aside.

Make the Dough
In a large mixing bowl, cream together the unsalted butter and powdered sugar until light and fluffy. Add the semolina, all-purpose flour, baking powder, salt, and rose water. Mix until a smooth dough forms.

Shape the Cookies
Preheat your oven to 350°F (175°C). Take a small piece of dough (about the size of a walnut) and flatten it in your palm. Place a teaspoon of the pistachio filling in the center, then fold the dough over the filling and seal it. Shape into a ball or press into a maamoul mold.

Bake
Place the shaped cookies on a parchment-lined baking sheet. Bake for 15-20 minutes or until the bottoms are lightly golden. Allow to cool slightly before transferring to a wire rack.
