Prepare the Crust
In a mixing bowl, combine the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add cold water, a tablespoon at a time, mixing until the dough comes together. Shape into a disk, wrap in plastic wrap, and refrigerate for at least 30 minutes.

Roll Out the Dough
Preheat the oven to 350°F (175°C). Roll out the chilled dough on a lightly floured surface to fit a 9-inch pie pan. Transfer the dough to the pan, trim the edges, and prick the bottom with a fork. Line with parchment paper and fill with pie weights or dried beans.

Pre-bake the Crust
Bake the crust in the preheated oven for 15 minutes. Remove the weights and parchment paper, and bake for an additional 10 minutes until golden. Let it cool.

Make the Filling
In a mixing bowl, whisk together the granulated sugar, lemon juice, lemon zest, eggs, and baking powder until smooth.

Bake the Pie
Pour the lemon filling into the cooled crust. Bake in the oven for 25-30 minutes until the filling is set but slightly jiggly in the center.

Allow the pie to cool completely at room temperature. Once cooled, dust with powdered sugar before serving.
