    In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

    In a medium bowl, mix together the ground pork, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Ensure the mixture is well combined and set aside.

    After the dough has rested, divide it into small balls (about 1 inch in diameter). Roll each ball into a thin circle (about 3 inches in diameter). Place about 1 tablespoon of filling in the center of each circle. Fold the dough over the filling and pinch the edges to seal tightly.
