Preparation

Prepare the Ribs
Preheat the oven to 300°F (150°C). Rub the baby back ribs with salt, black pepper, garlic powder, onion powder, cayenne pepper, and Chinese five spice powder. Make sure to coat them evenly.

Bake the Ribs
Place the seasoned ribs on a baking sheet lined with foil. Cover tightly with foil and bake for 2.5 to 3 hours until tender.
Making the Sauce

Prepare the Mongolian Sauce
In a saucepan over medium heat, combine soy sauce, brown sugar, rice vinegar, sesame oil, minced garlic, minced ginger, and red chili flakes. Bring to a simmer.

Thicken the Sauce
In a small bowl, mix cornstarch with water to form a slurry. Gradually add this to the sauce, stirring constantly until the sauce thickens. Remove from heat.
Finishing Touches

Glaze the Ribs
Once the ribs are done, remove them from the oven and brush generously with the Mongolian sauce. Return to the oven uncovered for an additional 20 minutes at 400°F (200°C) to caramelize the sauce.

Remove the ribs from the oven, sprinkle with white sesame seeds and chopped green onions. Slice and serve with additional sauce on the side.
