    In a large bowl, mix the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth but still thick.

    In a deep frying pan or a large pot, heat the vegetable oil over medium-high heat until it reaches 180°C (350°F). You can test the oil by dropping a small amount of batter in; it should sizzle and float to the top.

    Fry the Fish

    Dip each fish fillet into the batter, allowing excess to drip off, then carefully place it in the hot oil. Fry for 4-5 minutes on each side or until golden brown and crispy. Do not overcrowd the pan.

    Once cooked, use a slotted spoon to remove the fish from the oil and place it on paper towels to drain excess oil. Serve hot with lemon wedges and tartar sauce on the side.
