Prepare the Broth
In a large pot, bring the beef broth to a boil. Add the beef and simmer for about 1.5 hours or until tender. Skim off any fat that rises to the surface.

Season the Broth
Add fish sauce, soy sauce, brown sugar, and lime juice to the pot. Stir well and let simmer for another 15 minutes.

Cook the Noodles
In a separate pot, cook the rice noodles according to the package instructions. Drain and set aside.

Prepare the Vegetables
Blanch the broccoli florets in boiling water for 2-3 minutes until bright green and tender. Drain and set aside.

In serving bowls, place a portion of rice noodles. Ladle the hot beef broth over the noodles, and add slices of beef, broccoli, cilantro, and chopped green onions.
