Prepare Chicken
Cut the chicken breasts into bite-sized pieces and set aside.

Prepare Vegetables
Chop the green and red bell peppers and onion into thin strips. Mince the garlic cloves and ginger.

Toast Szechuan Peppercorns
In a dry skillet over medium heat, toast the Szechuan peppercorns for about 1-2 minutes until fragrant. Remove from heat and grind them into a powder using a spice grinder or mortar and pestle.

Cook Chicken
Heat a tablespoon of sesame oil in a large skillet or wok over medium-high heat. Add the chicken pieces and stir-fry for about 5-7 minutes until they are cooked through and golden brown. Remove the chicken and set aside.

Stir-fry Vegetables
In the same skillet, add another tablespoon of sesame oil and add minced garlic, ginger, and onion. Stir-fry for about 2 minutes until fragrant. Then add the bell peppers and stir-fry for another 3-4 minutes until they are slightly tender.

Prepare Sauce
In a small bowl, combine soy sauce, chili paste, rice vinegar, sugar, cornstarch, water, and ground Szechuan peppercorns. Mix well to create a sauce.

Combine Ingredients
Add the cooked chicken back into the skillet with the vegetables. Pour the sauce over the chicken and vegetables, stir well to coat everything evenly, and cook for an additional 2-3 minutes until the sauce thickens.

Chop the scallions and sprinkle them over the dish along with sesame seeds. Serve hot with steamed rice or noodles.
