    Shred the Potatoes

    Peel the potatoes and shred them using a grater or a food processor. Rinse the shredded potatoes in cold water to remove excess starch, then drain and set aside.

    Prepare the Vegetables

    Chop the green bell pepper into thin strips, julienne the carrot, mince the garlic, and grate the ginger. Chop the scallions, keeping the white and green parts separate.

    Heat the Oil

    In a large skillet or wok, heat the vegetable oil over medium-high heat until shimmering.

    Add Aromatics

    Add the minced garlic, grated ginger, and Szechuan peppercorns to the hot oil. Stir-fry for about 30 seconds until fragrant.

    Cook the Vegetables

    Add the shredded potatoes, green bell pepper, and julienned carrot to the skillet. Stir-fry for 5-7 minutes until the vegetables are tender but still crisp.

    Season the Dish

    Pour in the soy sauce, chili oil, rice vinegar, salt, and sugar. Stir the mixture well to ensure all the vegetables are coated in the sauce. Cook for an additional 2-3 minutes.

    Finish with Scallions

    Add the white parts of the scallions, stir well, and cook for another minute. Remove from heat and garnish with the green parts of the scallions.
