Wash and cut the broccoli into florets. Steam the broccoli florets until they are bright green and tender but still crisp, about 5-7 minutes. Set aside.

Add the minced garlic to the roux and cook for an additional 1 minute, stirring constantly to prevent burning.

Gradually pour in the milk while whisking continuously to avoid lumps. Continue to cook, stirring often, until the sauce thickens and coats the back of a spoon, about 5-7 minutes.

Stir in the salt, black pepper, and grated Parmesan cheese until the cheese is melted and the sauce is smooth.
