Cook the Pasta
In a large pot of salted boiling water, cook the elbow macaroni according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In the same pot, melt the butter over medium heat. Stir in the flour and cook for about 1 minute, stirring constantly. Gradually whisk in the milk, continuing to stir until the sauce thickens. Add salt, pepper, garlic powder, and cheddar cheese. Stir until the cheese is melted and the sauce is smooth.

Combine Pasta and Sauce
Add the cooked macaroni to the cheese sauce and mix until well combined.

Prepare the Topping
In a small bowl, combine the bread crumbs, grated parmesan, and olive oil. Mix until the bread crumbs are evenly coated.

Assemble the Dish
Preheat the oven to 350°F (175°C). Transfer the mac and cheese to a greased baking dish. Sprinkle the breadcrumb mixture evenly over the top.

Bake
Bake in the preheated oven for about 25-30 minutes or until the top is golden brown.

Prepare the Balsamic Tomatoes
While the mac and cheese is baking, toss the halved cherry tomatoes with balsamic vinegar and chopped basil in a bowl. Let sit for a few minutes to marinate.

Serve
Once the mac and cheese is done baking, let it cool for a few minutes before serving with the balsamic tomatoes on the side.
