Make the Biscuits
Preheat the oven to 425°F (220°C). In a large bowl, whisk together flour, baking powder, baking soda, and salt. Cut in the cold butter until the mixture resembles coarse crumbs. Stir in buttermilk until just combined. Turn the dough onto a floured surface, gently knead it a few times, and roll it out to about 1-inch thickness. Cut out biscuits and place them on a baking sheet. Bake for 12-15 minutes until golden brown.

Prepare the Sausage Gravy
In a skillet over medium heat, cook the breakfast sausage until browned. Sprinkle flour over the sausage and stir to combine. Gradually add milk while stirring to avoid lumps. Bring the mixture to a simmer, cooking until thickened. Season with salt and black pepper to taste.

Assemble the Dish
Split the biscuits in half. Spoon sausage gravy over the biscuits and top with the cooked eggs. Add optional bacon or ham if desired.
