Cook Ground Beef
In a large skillet over medium heat, add the ground beef and cook until browned, about 5-7 minutes. Break it up with a spoon as it cooks.

Mix in Beans and Corn
Stir in the black beans and corn, followed by the chili powder, cumin, salt, and pepper. Cook for another 5 minutes, stirring occasionally.

In a medium saucepan, heat the olive oil over medium heat. Once hot, add the tomato sauce and water, stirring to combine.

Add the chili powder, cumin, garlic powder, onion powder, and salt to the saucepan. Simmer for about 10 minutes, stirring occasionally to prevent sticking.

Preheat your oven to 350°F (175°C).

Spread about 1/4 cup of the filling onto each flour tortilla, roll them up, and place seam-side down in a greased baking dish.
