    In a fine-mesh strainer, rinse the long-grain white rice under cold water until the water runs clear. Set aside.

    Prepare the Vegetables

    Chop the onion, green bell pepper, celery, and mince the garlic. Set aside.

Cooking

    Cook the Meat

    In a large skillet or pot over medium heat, add the ground beef and ground pork. Cook until browned, about 5-7 minutes, breaking it up with a spoon as it cooks.

    Add the Vegetables

    Add the chopped onion, green bell pepper, celery, and minced garlic to the meat. Cook for an additional 5 minutes, stirring occasionally, until the vegetables are softened.

    Incorporate Chicken Liver (if using)

    If using, add the chicken liver to the skillet. Cook for another 5 minutes until the liver is browned and cooked through.
