Make the Aïoli
In a bowl, mix together mayonnaise, minced garlic, lemon juice, and chopped capers. Season with salt and pepper to taste. Set aside.

Fry the potatoes
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C). Fry the soaked and dried potato strips in batches until golden and crispy, about 5-7 minutes. Remove and drain on paper towels. Sprinkle with salt.

Prepare the batter
In a bowl, whisk together flour, baking powder, salt, and black pepper. Gradually add beer until the batter is smooth.

Fry the fish
Dip the fish fillets into the batter, allowing excess to drip off. Carefully place them into the hot oil and fry until golden brown, about 4-5 minutes per side. Drain on paper towels.
