    Cook pasta

    Bring a large pot of salted water to a boil. Add the elbow macaroni and cook until al dente, about 7-9 minutes. Drain and set aside.

    Sauté peppers and ham

    In a skillet, warm the olive oil over medium heat. Add diced bell peppers and minced garlic; sauté until peppers are tender, about 3-4 minutes. Stir in diced spicy capicola ham and cook 1 minute more. Remove from heat.

    Make cheese sauce

    In a saucepan, melt butter over medium heat. Whisk in flour to form a roux, about 1-2 minutes. Slowly whisk in milk and cook until thickened and smooth. Stir in Romano, cheddar, and mozzarella until melted. Season with salt, pepper, and red pepper flakes.

    Combine

    Fold the cooked pasta and pepper-ham mixture into the cheese sauce until evenly coated.

    Top and bake

    Transfer to a baking dish. Sprinkle with garlic bread crumbs and drizzle with melted butter to moisten the crumbs.

    Bake in a preheated 375°F (190°C) oven for 15-20 minutes, until the top is golden and bubbly. Let rest 5 minutes before serving.
