Mix Ingredients
In a mixing bowl, combine ground chicken, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are thoroughly combined.
Assemble Dumplings

Fill Dumpling Wrappers
Take a dumpling wrapper and place about 1 tablespoon of the filling in the center. Moisten the edges of the wrapper with water using your finger, then fold the wrapper over the filling to create a half-moon shape. Pinch the edges to seal tightly. Repeat with the remaining wrappers and filling.

Mix Dipping Sauce
In a small bowl, combine soy sauce, rice vinegar, sesame oil, and chili flakes. Stir well and set aside.
Steam Dumplings

Steam the Dumplings
Fill a steamer pot with water and bring it to a boil. Place the dumplings in a single layer in the steamer basket, making sure they are not touching each other. Cover and steam for about 8-10 minutes, or until the dumplings are cooked through and the wrappers are translucent.
Serve

Plate and Serve
Carefully remove the dumplings from the steamer and place them on a serving platter. Serve warm with the prepared dipping sauce.
