Preheat your oven to 375°F (190°C). In a large pot, bring salted water to a boil and add cauliflower florets. Cook for about 5-7 minutes until slightly tender. Drain and set aside.

In a large mixing bowl, combine the softened cream cheese, garlic powder, onion powder, salt, black pepper, and milk. Mix until smooth. Stir in 1 ½ cups of shredded cheddar cheese.
