Peel the large onions and slice them into 1/4 inch thick rings. Carefully separate the rings from each other and set them aside.

In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder. Whisk together until well combined.

Slowly pour the cold sparkling water into the dry mixture while whisking continuously until the batter is smooth and well-blended. The batter should be thick enough to coat the onion rings.
