Make the Dough
In a large bowl, combine all-purpose flour and salt. Gradually add water while mixing with your hands until a dough forms.

Knead the Dough
Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Roll the Dough
After resting, divide the dough into small pieces and roll each piece into a thin circle about 3 inches in diameter.
Filling

Prepare the Filling
In a large mixing bowl, combine ground pork, chopped cabbage, green onion, minced garlic, grated ginger, soy sauce, sesame oil, and black pepper. Mix thoroughly until well combined.
Assembly

Fill the Dumplings
Place a teaspoon of filling in the center of each dumpling wrapper. Moisten the edges with water, fold the wrapper over to create a half-moon shape, and press the edges to seal tightly.
Cooking

Cook the Gyoza
Heat a non-stick skillet over medium heat and add a few drops of oil. Place the gyoza in the skillet and cook for about 2-3 minutes until the bottoms are golden brown.

Steam the Gyoza
Add 1/4 cup of water to the skillet and cover immediately. Steam the gyoza for 5-7 minutes until the water evaporates.

Make the Dipping Sauce
In a small bowl, combine soy sauce, rice vinegar, chili oil, and sesame seeds. Mix well and serve alongside the gyoza.
