    Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

    Mix Dry Ingredients

    In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.

    Add Wet Ingredients

    Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed for 2 minutes until smooth.

    Incorporate Boiling Water

    Carefully stir in the boiling water until the batter is well combined. The batter will be thin.

    Bake the Cake

    Pour the batter evenly into the prepared cake pans. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

    Cool the Cakes

    Remove the cakes from the oven and allow them to cool in the pans for 10 minutes. Then, turn them out onto wire racks to cool completely.

Ganache

    In a small saucepan, heat the heavy cream over medium heat until it just begins to simmer. Do not let it boil.

    Combine with Chocolate

    Place the chocolate chips in a heatproof bowl, then pour the hot cream over the chocolate. Let it sit for 5 minutes.

    After the chocolate has softened, stir gently until the mixture is smooth and glossy. Let it cool slightly before using.
