Prepare the Filling

Combine Vegetables
In a large mixing bowl, combine shredded carrots, chopped cabbage, sliced bell pepper, chopped green onions, and minced garlic.

Season the Mixture
Add soy sauce, sesame oil, salt, and black pepper to the vegetable mixture and stir well until all ingredients are evenly coated.
Assemble the Spring Rolls

Prepare Rice Paper
Fill a shallow dish with warm water. Dip one rice paper wrapper into the water for 5-10 seconds until it softens.

Fill the Wrapper
Lay the softened wrapper flat on a clean surface. Place about 2 tablespoons of the filling mixture near the bottom edge of the wrapper.

Roll It Up
Fold the bottom edge of the wrapper over the filling, then fold in the sides and roll it up tightly. Repeat with remaining wrappers and filling.
Fry the Spring Rolls

Heat the Oil
In a large frying pan or deep fryer, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Rolls
Carefully place the spring rolls in the hot oil, a few at a time, and fry for about 3-4 minutes or until golden brown and crispy.

Drain and Cool
Remove the fried rolls using a slotted spoon and drain on paper towels. Allow them to cool slightly before serving.

Arrange the crispy spring rolls on a plate and serve with sweet chili sauce for dipping.
