    Prepare the Batter

    In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.

    Heat the Oil

    In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C). You can test if the oil is ready by dropping a small amount of batter into it; if it bubbles and rises to the surface, it's ready.

    Batter the Fish

    Pat the fish fillets dry with paper towels. Dip each fillet into the batter, coating it evenly.

    Fry the Fish

    Carefully place the battered fish fillets into the hot oil. Fry for about 4-5 minutes on each side, or until golden brown and crispy. Remove the fish from the oil and place on paper towels to drain excess oil.

    Cut the Potatoes

    Wash and peel the potatoes. Cut them into long, thin strips to form fries.

    Rinse and Dry

    Rinse the cut fries under cold water to remove excess starch. Pat them dry with a clean towel.

    In a separate pot or deep fryer, heat the vegetable oil to 350°F (175°C).

    Carefully place the fries into the hot oil in small batches. Fry for about 5-7 minutes, or until they are golden and crispy. Remove them from the oil and drain on paper towels. Season with salt to taste.

For the Tartar Sauce

    In a small bowl, combine the mayonnaise, dill pickles, capers, lemon juice, and fresh dill. Stir until well combined.

    Cover the tartar sauce and refrigerate for at least 30 minutes to let the flavors meld together.
