Prepare the Steak

Cut the Steak
Hand-cut the steak into bite-sized tips, about 1 to 1.5 inches in size.

Season the Steak
Season the steak tips with salt and black pepper evenly on all sides.

Sear the Steak
In a large skillet, heat olive oil over medium-high heat. Add the steak tips and sear for about 3-4 minutes until browned. Remove from skillet and set aside.

Slice the onion into thin strips and the bell peppers into bite-sized pieces.

Cook the Rice
In a pot, combine the white rice and water. Bring to a boil, then lower the heat to a simmer. Cover and cook for about 18-20 minutes, or until the rice is fluffy and water is absorbed.

Make a Roux
Add the all-purpose flour to the melted butter and whisk together for about 1-2 minutes until it forms a paste (roux).

Add Broth and Seasonings
Gradually add the beef broth while whisking to avoid lumps. Stir in soy sauce, garlic powder, onion powder, salt, and black pepper. Let it simmer for about 5 minutes until thickened.
Assemble the Dish

Combine Ingredients
In a serving dish, layer the cooked rice, then add the sautéed vegetables, followed by the seared steak tips.

Top with Gravy and Cheese
Pour the gravy over the steak tips and vegetables, and then sprinkle provolone cheese on top.
