Black Pepper Simple Syrup
Make syrup
Combine 0.25 cup water and 0.25 cup granulated sugar in a small saucepan over medium heat. Add 0.5 tsp lightly crushed black peppercorns. Stir until sugar dissolves and mixture simmers, then reduce heat and simmer gently for 3 minutes to infuse. Remove from heat and let steep for 10 minutes. Strain out peppercorns through a fine mesh sieve into a clean container. Cool to room temperature. Yields about 4–5 tablespoons; use 0.5 oz in cocktail and reserve remainder for other drinks.
Raspberry Syrup & Garnish
Quick raspberry syrup
In a small saucepan combine 2 tablespoons sugar and 2 tablespoons water. Warm over low heat, stirring until sugar dissolves. Add 6 fresh raspberries and gently muddle with the back of a spoon while warming for 1–2 minutes until raspberries break down and the liquid turns deep pink. Remove from heat and strain through a fine mesh sieve, pressing solids to extract juice. Discard seeds/solids. Stir in 1/4 tsp freshly cracked black pepper (reserve a pinch for rim). Cool. Measure 0.5 oz of this syrup for the cocktail; refrigerate remainder up to 3 days.
Prepare garnish
Lightly dampen the rim of a chilled coupe or rocks glass with a lemon wedge. Mix a small pinch of fine salt (optional) with a small pinch of cracked black pepper and place on a flat plate. Dip the glass rim into the pepper mixture for a subtle spicy note. Thread 2 raspberries onto a cocktail pick or float 3 raspberries in the drink. Add a lemon twist and optional edible flower for visual effect.
Cocktail Assembly
Shake
Fill a cocktail shaker with ice (about 4–6 pieces). Pour in 2 oz vodka, 0.75 oz fresh lemon juice, 0.5 oz raspberry syrup, 0.25 tsp balsamic vinegar, and 0.5 oz black pepper simple syrup. Secure the shaker and shake vigorously for 12–15 seconds until well chilled and slightly frothy.
Finish
Express the oils from a lemon twist over the drink and drop the twist in. Add the raspberry garnish (on a pick or floated). For a final aromatic flourish, grate a tiny pinch of fresh black pepper over the surface (very light). Optionally add an edible flower to reinforce the 'tea party' aesthetic.
