Prepare the Filling
In a mixing bowl, combine crab meat, cream cheese, chopped green onions, minced garlic, soy sauce, salt, and pepper. Mix until well blended.

Assemble the Buns
Lay a wonton wrapper on a clean surface. Place a tablespoon of the crab filling in the center of the wrapper. Moisten the edges with water, fold the wrapper over the filling, and pinch to seal tightly. Repeat with remaining wrappers and filling.

Fry the Buns
In a large skillet, heat vegetable oil over medium heat. Fry the buns in batches until they are golden brown and crispy, about 2-3 minutes on each side. Use a slotted spoon to remove them and drain on paper towels.

Steam the Buns
Place the fried buns in a steamer basket lined with parchment paper. Steam over boiling water for about 5-7 minutes until heated through.
