Combine Base Ingredients
In a medium saucepan, combine milk, heavy cream, sugar, and vanilla extract over medium heat. Stir occasionally until the mixture is warm but not boiling.

Once the base mixture is warm, add the peppermint extract, cocoa powder, and chocolate syrup. Whisk until all ingredients are fully combined and the cocoa powder is dissolved.

Pour the hot chocolate mixture into a 12oz mug. Top generously with whipped cream.
