Preparation of Filling

Mix Vegetables
In a large bowl, combine the grated carrots, finely shredded cabbage, chopped bell pepper, and chopped green onions.

Add Flavorings
Add the minced garlic, soy sauce, sesame oil, black pepper, and salt to the vegetable mixture. Stir well to combine all ingredients and set aside.
Assembling Spring Rolls

Prepare Wrappers
Lay a spring roll wrapper on a clean surface, with one corner facing you.

Fill the Wrappers
Place about 2 tablespoons of the filling mixture near the corner of the wrapper closest to you. Fold the corner over the filling, then fold in the sides, and roll up tightly to enclose the filling.

Seal the Edges
Use a little water on your fingers to seal the edge of the wrapper. Repeat this process with the remaining wrappers and filling.

Fry Spring Rolls
Carefully add the spring rolls to the hot oil, a few at a time, and fry until they are golden brown and crispy, about 3-4 minutes on each side.

Drain and Serve
Using a slotted spoon, remove the fried spring rolls and drain them on paper towels. Serve hot with your favorite dipping sauce.
