    Preheat the Oven

    Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

    Mix Dry Ingredients

    In a large mixing bowl, sift together the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt.

    Combine Wet Ingredients

    Add the eggs, whole milk, vegetable oil, and vanilla extract to the dry ingredients. Mix on medium speed for 2 minutes until well combined.

    Add Boiling Water

    Carefully stir in the boiling water into the cake batter. The batter will be thin; this is normal.

    Bake the Cake

    Pour the batter evenly into the prepared cake pans. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

    Cool the Cakes

    Once baked, remove the cakes from the oven and allow them to cool in the pans for 10 minutes. Then, transfer them to a wire rack to cool completely.

    Prepare the Icing

    In a medium saucepan, melt the butter over low heat. Stir in the cocoa powder and milk until well combined.

    Mix in Sugar and Vanilla

    Remove from heat and gradually whisk in the powdered sugar and vanilla extract until the icing is smooth and spreadable.

    Ice the Cake

    Once the cakes have cooled completely, place one layer on a serving plate and spread a layer of fudge icing on top. Place the second layer on top and frost the top and sides of the cake.
