Prepare the Cod
Soak the salted cod in water overnight, changing the water a few times to remove excess salt. Drain and shred the cod into small pieces.

Mix the Batter
In a mixing bowl, combine the flour, baking powder, and black pepper. In another bowl, beat the egg and add the water. Mix the wet ingredients into the dry ingredients until just combined.

Heat the Oil
In a deep skillet, heat vegetable oil over medium-high heat until hot (about 350°F or 175°C).

Fry the Fritters
Using a spoon, drop small amounts of the batter into the hot oil. Fry in batches until golden brown on all sides, about 3-4 minutes per batch. Remove and drain on paper towels.

Prepare the Drizzle
In a small saucepan over low heat, combine honey and rose water. Stir until well mixed and warmed through. Remove from heat.
