Combine Ingredients
In a large bowl, mix together the ground beef, egg, breadcrumbs, minced garlic, chopped parsley, salt, and black pepper until well combined.

Form Meatballs
Shape the mixture into meatballs, roughly the size of a golf ball, and set aside on a plate.

Sauté Vegetables
In a large skillet or saucepan, heat the olive oil over medium heat. Add the chopped onion, bell pepper, and carrot. Sauté for about 5 minutes, until the vegetables are softened.

Add Tomatoes and Seasonings
Stir in the crushed canned tomatoes, water, bay leaves, salt, black pepper, paprika, and oregano. Bring the mixture to a simmer.

Cook Meatballs
Gently add the meatballs to the simmering sauce. Cover and let simmer for 25-30 minutes, until the meatballs are cooked through and the sauce has thickened slightly.
