Cook the Rigatoni
In a large pot, boil salted water and cook the rigatoni according to package instructions until al dente. Drain and set aside.

Make the White Bolognese Sauce
In a large skillet, heat a tablespoon of olive oil over medium heat. Add the chopped onion, garlic, carrot, and celery, and sauté until soft (about 5-7 minutes). Add the ground beef and pork, cooking until browned.

Deglaze and Simmer
Pour in the white wine and let it simmer for a few minutes until reduced. Stir in the chicken broth and heavy cream, then season with salt and pepper. Allow to simmer for about 15 minutes, stirring occasionally.

Combine with Pasta
Add the cooked rigatoni to the sauce, tossing to combine. Stir in the fresh basil and cook for an additional 2 minutes.

Prepare Parmesan Frico
In a non-stick skillet, sprinkle a thin layer of grated Parmesan cheese over medium heat. Cook until the cheese melts and turns golden brown, then let it cool and harden.

Serve
Serve the rigatoni topped with more fresh basil and pieces of Parmesan frico.
