Prepare the Batter
In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add the cold water and mix until smooth.

Heat the Oil
In a deep skillet or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the Cod
Dip each Icelandic cod fillet into the batter, ensuring they are fully coated.

Fry the Fish
Carefully place the battered cod fillets into the hot oil. Fry for about 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

Assemble the Sandwich
Toast the burger buns until golden brown. On the bottom half of each bun, place a fried cod fillet, followed by shredded lettuce, a slice of cheddar cheese, and a generous dollop of tartar sauce. Top with the other half of the bun.
