    Prepare the Hashbrown Crust

    Preheat your oven to 400°F (200°C). In a large skillet, melt 2 tablespoons of butter over medium heat. Add the frozen hashbrowns and press them into the bottom of the skillet. Cook until crispy and golden brown, about 5-7 minutes. Transfer to a greased baking dish.

    Prepare the Salmon

    Place the salmon fillets on top of the hashbrown crust. Season with salt and black pepper to taste.

    Make the Lemon-Garlic Cream Sauce

    In a small saucepan, melt the remaining 2 tablespoons of butter over medium heat. Add the minced garlic and sauté until fragrant, about 1 minute. Pour in the heavy cream, lemon juice, and lemon zest. Stir to combine and cook until the sauce thickens slightly, about 3-4 minutes. Season with salt and pepper.

    Pour the lemon-garlic cream sauce over the salmon fillets. Bake in the preheated oven for about 15-20 minutes, or until the salmon is cooked through and flakes easily with a fork.
