Mix the Base Ingredients
In a large mixing bowl, combine the puffed rice, shrimp powder, rice flour, and cornstarch. Mix well until the dry ingredients are uniformly combined.

Add Seasoning
Sprinkle salt, black pepper, and garlic powder over the dry mixture. Stir until the seasonings are evenly distributed.

Heat the Oil
In a large, deep frying pan or a pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small piece of the mixture into it; if it sizzles and rises to the surface, it's ready.

Fry the Chips
Using a spoon or small scoop, carefully drop small amounts of the mixture into the hot oil. Fry in batches to avoid overcrowding. Cook for about 1-2 minutes or until they puff up and turn golden brown.

Remove and Drain
Using a slotted spoon, remove the fried shrimp chips from the oil and place them on a paper towel-lined plate to drain excess oil.
