Dough Preparation

    In a large mixing bowl, combine the all-purpose flour, semolina, baking powder, and salt. Mix well and set aside.

    In another bowl, beat the softened butter and powdered sugar together until the mixture is light and fluffy.

    Gradually add the dry ingredients to the butter mixture, mixing until just combined. Add the rose water and orange blossom water, and knead until the dough is smooth. Cover the dough and let it rest for 30 minutes.

    In a food processor, pulse the shelled pistachios until finely chopped. Add granulated sugar, ground cardamom, rose water, and a pinch of salt. Process until the mixture forms a paste, adding a little water if necessary to help it blend.

Assembly and Baking

    Preheat your oven to 350°F (175°C). Line a baking sheet with parchment paper.
