Preparing the Dough

Make the Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add water while mixing with a spoon until a dough starts to form.

Knead the Dough
Transfer the dough onto a floured surface and knead for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.
Making the Filling

Prepare the Vegetables
In a mixing bowl, combine the finely chopped cabbage, grated carrot, chopped green onions, minced garlic, and grated ginger.

Season the Filling
Add soy sauce and sesame oil to the vegetable mixture. Stir well until all ingredients are evenly coated.
Assembling the Dumplings

Roll the Dough
After resting, divide the dough into small portions. Roll each portion into thin circles about 3 inches in diameter.

Fill the Dumplings
Place about 1 tablespoon of the vegetable filling in the center of each dough circle. Fold the dough over the filling and pinch the edges to seal.
Steaming the Dumplings

Prepare the Steamer
Set up a steamer (bamboo or metal) over simmering water. Line the steamer basket with parchment paper to prevent sticking.

Steam the Dumplings
Place the dumplings in the steamer, making sure they are not touching each other. Steam for 15-20 minutes until the dough is translucent and cooked through.

In a small bowl, mix together the soy sauce, rice vinegar, and chili oil to create the dipping sauce.
