Prepare the Fish

Make the Batter
In a bowl, mix together the flour, cornstarch, baking powder, salt, black pepper, and cayenne pepper. Gradually whisk in the cold sparkling water until the batter is smooth.
Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Fry the Fish
Dip each piece of fish into the batter, allowing any excess to drip off. Carefully place the battered fish into the hot oil, frying in batches until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.
Warm the Tortillas
