Prepare the Marinade
In a bowl, combine soy sauce, peanut butter, lime juice, minced garlic, grated ginger, chili flakes, honey, and sesame oil. Whisk until smooth and well combined.

Marinate the Beef and Shrimp
Cut the beef tenderloin into bite-sized cubes and place them in the marinade. Add the black tiger shrimp to the same bowl. Cover and refrigerate for at least 30 minutes.

Prepare the Vegetables
Chop seasonal vegetables into bite-sized pieces. You can use a mix of bell peppers, zucchini, and carrots for variety.

Chop the Scallions
Thinly slice the scallions, separating the white parts from the green tops.

Cook the Vegetables
In a large skillet over medium heat, add a splash of oil and sauté the seasonal vegetables until tender, about 5-7 minutes. Set aside.

Cook the Beef and Shrimp
In the same skillet, add the marinated beef and shrimp. Cook for 5-7 minutes, stirring occasionally, until the beef is browned and shrimp are opaque and cooked through.

Assemble the Dish
On a plate, create a base of basmati rice, top it with the sautéed vegetables, and then add the cooked beef and shrimp on top. Garnish with chopped scallion greens.
