Preparing the Vegetable Filling

Mix the Vegetables
In a large bowl, combine the shredded cabbage, julienned carrots, sliced bell pepper, chopped green onions, and minced garlic.

Season the Filling
Add soy sauce, sesame oil, salt, and pepper to the vegetable mixture. Stir well to ensure all the vegetables are coated with the seasoning.

Let it Sit
Allow the filling to sit for about 10 minutes to let the flavors meld.
Assembling the Spring Rolls

Prepare the Wrappers
Lay a spring roll wrapper on a clean, flat surface with one corner pointing towards you.

Fill the Wrapper
Place a few tablespoons of the vegetable filling near the corner closest to you.

Roll the Wrapper
Fold the corner over the filling, then fold in the sides and roll tightly away from you. Seal the edge with a little water.

Repeat
Continue with the remaining wrappers and filling until everything is used.
Frying the Spring Rolls

Heat the Oil
In a large frying pan or wok, heat the vegetable oil over medium-high heat until hot.

Fry the Spring Rolls
Carefully place a few spring rolls in the hot oil, ensuring not to overcrowd the pan. Fry until golden brown, about 3-4 minutes per side.

Drain and Cool
Remove the fried spring rolls and place them on a plate lined with paper towels to drain excess oil.

Serve the spring rolls hot with your favorite dipping sauce.
