Prepare the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water while stirring with a fork until the mixture forms a shaggy dough. Knead the dough on a lightly floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Make the Filling
In a large bowl, mix together the ground pork, green onion, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Stir until well combined. Cover and refrigerate while preparing the dough.

Prepare the Sauce
In a small bowl, mix together the soy sauce, citrus juice, chili oil, rice vinegar, and mirin. Whisk until well combined. Set aside.

Assembling and Cooking Dumplings

Form the Dumplings
After the dough has rested, divide it into small pieces and roll each piece into a circle about 3 inches in diameter. Place about 1 tablespoon of the pork filling in the center of each circle. Fold the dough over the filling and pinch the edges to seal tightly.

Cook the Dumplings
In a large pan, heat a tablespoon of oil over medium heat. Place the dumplings in the pan, flat side down, and cook until the bottoms are golden brown, about 3-4 minutes. Add a splash of water to the pan and cover immediately to steam the dumplings for another 4-5 minutes.
