Prepare onion
Peel the onion and slice into rings about 1/4 to 1/2 inch thick. Separate rings and pat dry with paper towels to remove excess moisture.

Make batter
In a large bowl, whisk together 1 cup all-purpose flour, 0.25 cup cornstarch, 0.5 tsp baking powder, 0.5 tsp salt, 0.25 tsp black pepper, 0.5 tsp paprika, 0.5 tsp garlic powder, and 0.5 tsp onion powder. Gradually whisk in 1 cup cold beer or sparkling water until you have a smooth, slightly thick batter. Let rest 5 minutes.

Prepare coating
In a shallow dish, whisk together 0.5 cup all-purpose flour, 0.33 cup cornstarch, 0.5 tsp salt, 0.25 tsp black pepper, and 0.5 tsp paprika to create the dry coating.

Heat oil
Pour vegetable oil into a heavy-bottomed pot or fryer to a depth of about 2 inches. Heat to 350-375°F (175-190°C). Maintain temperature as you fry.

Dip and coat
Dip each onion ring into the batter, letting excess drip off. Roll or toss the battered ring in the dry coating until evenly coated.

Fry
Carefully slide coated rings into hot oil in batches. Fry 2-3 minutes per batch, turning once, until golden brown and crisp. Remove with a slotted spoon and drain on paper towels.

Serve hot with your favorite dipping sauces such as ketchup, ranch, or aioli.
