Prepare the Dough
In a small saucepan, heat the milk and butter until warm but not boiling. In a large mixing bowl, combine flour, sugar, and yeast. Add the warm milk mixture and eggs, mixing until a soft dough forms. Knead for about 5 minutes until smooth.

First Rise
Cover the dough with a clean towel and let it rise in a warm place for about 1 hour, or until it has doubled in size.

Prepare the Filling
In a small bowl, mix together the brown sugar, cinnamon, and vanilla extract.

Roll and Fill
Once the dough has risen, roll it out on a floured surface into a rectangle. Spread the filling mixture evenly over the dough. Roll up the dough tightly and cut it into 12 equal pieces.

Second Rise
Place the rolls in a greased baking dish and cover. Let them rise for another 30 minutes.

Bake
Preheat the oven to 375°F (190°C). Bake the rolls for 20-25 minutes, or until golden brown.

Prepare the Cream Cheese Icing
In a mixing bowl, beat together the cream cheese, powdered sugar, and milk until smooth.

Once the rolls are baked and slightly cooled, drizzle the cream cheese icing over the top and serve warm.
