Prepare the Beef
Thinly slice the beef sirloin against the grain into strips. Season with salt and black pepper, and let it marinate for about 15 minutes.

Chop Vegetables
While the beef is marinating, chop the broccoli into bite-sized florets, slice the carrot into thin matchsticks, and cut the bell pepper into strips. Chop the green onions, separating the white parts from the green parts.

Make the Teriyaki Sauce
In a small bowl, mix together the soy sauce, mirin, brown sugar, cornstarch, and water until well combined. Set aside.

Heat the Oil
In a large skillet or wok, heat the vegetable oil over medium-high heat until it shimmers.

Stir-Fry the Vegetables
In the same skillet, add the white parts of the green onions, broccoli, carrot, and bell pepper. Stir-fry for about 5-6 minutes until the vegetables are tender-crisp.

Combine and Serve
Return the beef to the skillet and pour the teriyaki sauce over the mixture. Stir well to combine and cook for another 2-3 minutes until the sauce thickens. Garnish with the green parts of the green onions before serving.
