Method
Prepare the Shrimp

In a bowl, combine the shrimp, chili powder, salt, and black pepper. Toss to coat the shrimp evenly with the spices.

In a large skillet, heat olive oil over medium-high heat. Add the seasoned shrimp and cook for about 2-3 minutes per side, or until they turn pink and opaque. Remove from heat and set aside.
Prepare the Cabbage Salad

In a large bowl, combine the shaved cabbage, shredded carrot, chopped cilantro, lime juice, and salt. Toss well to combine and set aside.
Fry the Jalapeño

In a small bowl, mix flour, water, and salt to create a batter. The consistency should be thick enough to coat the jalapeño slices.
