In a saucepan, combine 1 cup of rice, 2 cups of water, and salt to taste. Bring to a boil. Once boiling, reduce heat to low, cover, and simmer for 15-20 minutes until rice is tender and water is absorbed.

Heat the Beans
In a small saucepan, drain and rinse the canned black beans. Heat over medium heat and add cumin, garlic powder, and salt to taste. Stir and cook until heated through.
Tortillas
Prepare the Tortilla Dough
In a mixing bowl, combine flour, baking powder, and salt. Cut in butter until mixture resembles coarse crumbs. Gradually add water and mix until a dough forms.
Cook the Tortillas
Divide the dough into 8 equal pieces. Roll each piece into a circle about 6 inches in diameter. Cook each tortilla on a hot skillet for about 1 minute on each side until lightly browned.
