    Prepare the Garlic

    Preheat your oven to 400°F (200°C). Cut the top off the head of garlic, drizzle with olive oil, wrap in foil and roast in the oven for about 30-35 minutes until soft.

    Cook the Potatoes

    While the garlic is roasting, wash the new potatoes. In a pot of salted water, boil the potatoes until tender, about 15-20 minutes. Drain and set aside.

    Cook the Hanger Steak

    Season the hanger steak with salt and black pepper. In a skillet over medium-high heat, add olive oil. Once hot, sear the steak for 4-5 minutes on each side for medium-rare, or to your desired doneness. Remove from heat and let it rest for 5 minutes.

    Prepare the Topping

    In a bowl, mash the roasted garlic, chop the preserved lemon (discarding seeds), and add the capers and chopped parsley. Mix well.

    Assemble the Dish

    Slice the hanger steak against the grain. Serve the steak on a plate with the boiled new potatoes on the side. Spoon the garlic-caper-lemon mixture over the steak and garnish with additional parsley if desired.
